Dying: Eggplant 'Twinkle Hybrid'

Dead. They never got any bigger than about 2" and I pulled them up. The nasturtiums are similarly looking extremely sad in that pot. I wonder if it has some horrid disease? I’ll pull everything up, dump the soil, and bleach it to death.
